Speaker Bios:
Charles Gunnarson
Illinois EPA, Chief Counsel
Charles Gunnarson has served as Chief Legal Counsel for the Illinois Environmental Protection Agency (“Illinois EPA”) since March 2020. Prior to that time he served as an Assistant Counsel for the Illinois EPA’s Bureau of Water Enforcement Unit from January 1992 until May 2014 when he became Deputy General Counsel for the Illinois EPA’s Bureau of Water Enforcement Unit. After graduation from the University of Illinois College of Law in 1990 Mr. Gunnarson was engaged in the private practice of law until joining the Illinois EPA. He is admitted to practice law in Illinois, the United States District Court for the Central District of Illinois and the United States Supreme Court. He is a member of the Illinois State Bar Association.
Andrew Armstrong
Environmental Bureau, Chief
Andrew Armstrong is Chief of the Springfield Environmental Bureau of the Illinois Attorney General’s Office, supervising civil enforcement of state and federal environmental laws and regulations on behalf of the State of Illinois. He previously worked as an attorney for the Environmental Law & Policy Center in Chicago and as an Assistant Attorney General in the Chicago Environmental Bureau of the Illinois Attorney General’s Office. He is a graduate of the Northwestern University School of Law (J.D. 2004) and the University of Illinois at Urbana-Champaign (B.A. 1999).
